I am setting up my devices in Cygwin, however they do not recognize, can help me please.

Interface: serial / USB / some adapter... USB
I'm following the steps to start the SMSD on windows, but says that the monitor is not installed.
Someone etm a walkthrough of how to start it in windows platform / Cygwin. installation has already been taken.
If anyone has an example configuration of equipment shown, and can help me thank you.
