Hello all,
I tried Wavecom Q2303A modem but its not responding, I am getting no response, can anyone here help me choosing the best modem which works with SMS Server Tools.

That modem works with SMSTools3. Are you sure that it's not broken?
If the interface is RS232, try different baudrates.

I tried different baud rates still its not responding, I guess it was broken. Can you help me finding the best modem which is available online. Thank you.

I tried this model q24plus it says "The modem is currently searching for a GSM network. It is not connected. There is no signal. Check your antenna!". The light is not blinking too. Any idea?

I tried 3 modems 2 of them are Q2303A and 1 of them is Q24Plus. Every modem complains "The modem is currently searching for a GSM network. It is not connected. There is no signal. Check your antenna!". Any idea about this?

The light is not blinking on the modem, do I need to follow any steps to activate these devices? Thanks a lot everyone.

So, now Q2303A is responding, two of them, and Q24Plus also. I think that you should check your SIM, if it is GSM capable. What is the provider? In the US, all providers do not support GSM, and this may be the reason for the missing network connection. Also, if the GSM is surely supported, check the coverage map.
I do not know if there are any activation steps with devices in US. In many other countries there are not, those devices work out of the box.

As far as I know, any GSM modem will work in the USA, but of course GSM network is required and all SIM's do not work in GSM network. What is your provider? Have you checked if it and your SIM supports GSM network, and have you checked the coverage?

Thank you Keke, I bought SIMCOM SIM900 its working now, it is working with baud rate 1800. Anyone has config file for this modem?

As your new modem is working now, simple configuration should be ok. I assume that you have tried to send and receive messages, with success. If you have any troubles, use the modem setting report_device_details = yes and restart the daemon. After the details are available in the log, show the log here, starting from the line where smsd was restarted.

When I try using the putty on windows I am able to send and receive sms.
