Destination number looks very short, 8 digits. As it starts with 853, you are sending SMS to Macau. Or are you sending to Singapore, and the number is in national format? If this is the case, use the international number format, or define the format using To_TOA header.
Also check if the number of SMSC is correct. In many cases there is no need to set this number, as it's stored in the SIM.
Your phone may be problematic with incoming messages. There is lot of available space in the device (5975), and also lot of messages (890). It likely stores incoming SMS to it's own memory, and therefore the memory in the SIM is empty. Have you checked that the received message can be found using the phones menu?
If you use a modem setting init = AT+CPMS="ME", smsd may be able to read incoming messages. But be aware, if the phone supports reading thru the external interface, smsd will also delete all your messages from the phone. If you want just test if reading is supported, you can use the setting keep_messages = yes.
