I've updated the sms3 tools to the latest beta version 3.1.5beta9 because of using the saldo feature.
After I've updated my config to

regular_run_cmd = AT+CUSD=1,"*100#",0; regular_run_statfile = /dev/shm/sms_stat

I don't get the saldo:

If I'm trying *100# with my mobile phone, I'll get the saldo directly on the phone display.

try to remove ,0; from the end of string, if not yet tried.

Just tested, and with regular_run_cmd = AT+CUSD=1,"*100#" I got:
CMD: AT+CUSD=1,"*100#": OK +CUSD: 2,"Liittymäsi saldo on 58.00 EUR. Puheaikasi vanhenee 15.09.2009.",15 which is a correct answer (and the modem of this forum has lot of saldo ).

With ,0; in the end of command I got the same answer than you: CMD: AT+CUSD=1,"*100#",0;: OK +CUSD: 4.
