Is this the same modem using the same interface which worked previously under Linux?
In the modem settings you have handshaking on, and error is caused because smsd does not get CTS (Clear To Send) signal. You can try without handshaking, use rstcts = no setting. However, usually handshaking should be used but it might be good to test without it. If handshaking is not used, lower baudrate like 9600 is recommended.
