I would like to know how to configure a list of mobile phone numbers as recipients to send sms simultaneously to all of them and what will be the sms file format in this case.

SMS file itself can contain only one To: field.

You can create multiple SMS files with the following sendsms script:
For example: sendsms firstnumber secondnumber thirdnumber "Message text here."
