Set loglevel = 7 and show what are the answers from the modem.

Modem is not registered, and it is not searching for operator. This is a technical problem with a modem. Some manuals say that possible reasons are: no SIM card available, no PIN entered or no valid Home PLMN-Entry found on the SIM. I assume that there of course is a SIM, and it is not asking for PIN. You therefore have a problem with GSM network/operator. Has this modem ever before worked with any SIM card?
