I do not have Fedora installed, so I cannot check what is going on. With a quick googling it seems that Fedora has some procedure for creating /var/run/smsd folder. In many platforms the init.d script does it.
Because I cannot install Fedora right now, you likely will get better support from some Fedora related forum.
