You have some directories missing. In /var/spool/sms create subdirectories stats, failed and sent and make them writable for smsd.

Each modem should use it's individual port. Check what ports are provided by your modem pool and write settings like this:

[GSM1]
queues = Q1
device = /dev/ttyACM0
# OR device = /dev/ttyUSB0 depending on what ports your system provided

[GSM2]
queues = Q2
device = /dev/ttyACM1

[GSM3]
#... and so on

If your device provides only single interface and SIM should be selected with some device specific command, the device is not compatible with smstools.

Some modem pools provides multiple interfaces, one for each SIM, which means that there are actually multiple modems. Check with dmesg, lsusb, ls -ltr /dev/, or something, how many ports are provided and what are names of them. If there is one port for each modem, the system likely should work.
