What actually is your problem? If you need support for the ASCII mode, the command AT+CMGF=1 is not enough. The whole smsd works in the PDU mode and should be modified widely. I do not add support for the ASCII mode, because it has limited features and does not work with all messages. For example, even when the ASCII mode is selected, a message is received from the modem using PDU mode if the message contains tab character.

Last time, in this post, the receiving has failed. The PDU mode was accepted, but still a message was received using the ASCII mode. I said that your device might have a bad firmware. Have you upgraded it, if you can receive messages now? What was your another modem, which also was not working? You could try with a different SIM, but I think that you should ensure that sending is first tested without setting the SMSC as I advised previously. This is because the SMSC in your setup looks strange, and perhaps it's not correct. Reset your modem completely before making a test.
