It is a spooler directory for modems.
When a message file is placed to the outgoing directory,
mainprocess will check it and if there are some illegal settings, message is rejected. If whitelist and/or blacklist is used, destination number is checked and message probably is rejected. Also
queues etc. are handled. If
checkhandler is in use, it may change the alphabet, or do some other actions.
