Playsms can run on cygwin / wampserver, but it's off-topic here in this forum. Try Google with "playsms cygwin", some information should be found.

Playsms can work together with smstools. For example, check this document: Installation Of PlaySMS And SMS Server Tools 3 On Debian Server. The document is for Linux, but there are no big differences. Just take care about priviledges (what user owns directories). I cannot give any detailed instructions, because I do not have playsms / wampserver installed.
