we're using our modems only for SMS tasks (with SMS Server Tools 3 of course). But often people call to these numbers. Our task now is to make a voice autoresponder, a pre-recorded text "Hello you just called to the robot" that modems would play when voice call is coming. I don't know if SMS Server Tools can handle such situations, what would you recommend to use then?

SMStools3 does not support voice interfaces.

Incoming call can be detected, and therefore SMS can be sent back. See this topic as an example: [answered] when an incoming call, hang up the phone, send SMS that contact you.. Some people use this kind of script to send "This number only accept SMS" to the caller.
